It extends liability beyond operators to payment processors, geolocation providers, content suppliers and affiliates, and carries fines and possible jail time. California was by some estimates roughly 17 percent of the entire US sweepstakes market, and the major operators exited before the deadline.

New York passed SB 5935 in December 2025. New Jersey and Nevada have also enacted prohibitions.

Three more took effect this month. Indiana’s HB 1052 came into force July 1, 2026. Iowa’s SF 2289, signed May 15, 2026, gave the state’s Racing and Gaming Commission enforcement powers from July 1. Maine’s LD 2007 took effect July 14.

Prohibitions Scheduled to Take Effect

Oklahoma is scheduled for Nov. 1, 2026. Anyone playing in Oklahoma should expect operators to begin exiting well before that date, since most withdraw ahead of a deadline rather than on it.

States Blocking Under Pre-Existing Law

Idaho, Michigan and Washington prohibit the model under gambling statutes that predate sweepstakes casinos entirely. No sweepstakes specific legislation was needed. In Idaho the restriction is framed around players receiving cash prizes rather than around operation itself.

States Restricted by Enforcement Action

Louisiana’s Gaming Control Board has issued more than 40 cease and desist letters and pursued litigation against major operators.
